About RRA Addiction Treatment
Our Story
In the early 2000s, Oakland's public health leaders recognized a growing crisis: substance use disorders were devastating neighborhoods across the East Bay, yet access to quality treatment remained out of reach for many residents. RRA Addiction Treatment was created as part of a regional public health initiative responding directly to that gap.
What began as a pilot program in a single clinic has grown into a comprehensive 48-bed treatment center staffed by 91 specialists. Over 22 years, we have guided more than 8,400 patients through medically supervised detox, residential rehabilitation, and outpatient recovery. Our founding principle remains unchanged: combine the highest standards of clinical science with the kind of human compassion that makes healing possible.
Today, RRA Addiction Treatment stands as proof that a community-driven response to addiction can produce lasting, measurable results. We continue to evolve our methods based on emerging research while staying rooted in the neighborhoods we were built to serve.
Our Mission
Our mission is twofold: to prevent substance use disorders through education and early intervention, and to provide world-class treatment for those already in the grip of addiction. We believe that prevention and treatment are not separate endeavors but two sides of the same commitment to public health.
At RRA Addiction Treatment, we measure success not only by the number of patients who complete our programs, but by the families reunited, the careers rebuilt, and the communities strengthened when recovery takes hold. Lasting change comes from within. Our clinicians use motivational interviewing techniques to help patients discover and strengthen their own reasons for recovery. We do not impose goals -- we help you clarify yours, then provide the clinical framework to achieve them.

Every person who walks through our doors brings resilience, skills, and experiences that can fuel their recovery. Instead of focusing solely on deficits, our strengths-based model identifies and amplifies the personal assets each patient already possesses, building confidence alongside clinical progress.
Our Team
Dr. Nadine Okafor
Medical Director
Dr. Okafor is a board-certified addiction medicine physician with over 15 years of experience in medically supervised detox and dual diagnosis treatment. She oversees all clinical protocols at RRA Addiction Treatment, ensuring every patient benefits from the latest advances in pharmacotherapy and withdrawal management. Before joining RRA, she led an opioid intervention program at Alameda County Medical Center.
Raymond Cho, LCSW
Director of Clinical Services
Raymond brings 18 years of clinical social work experience specializing in trauma-informed care and motivational enhancement therapy. He designs individualized treatment plans for each resident, drawing from CBT, EMDR, and psychodrama techniques. His emphasis on strengths-based assessment helps patients reconnect with their own capacity for growth.
Sonia Delgado, LMFT
Family Program Coordinator
Sonia coordinates RRA Addiction Treatment's family therapy and codependency education programs. With a decade of experience working with families affected by substance use, she guides parents, partners, and children through structured sessions that rebuild trust, establish healthy boundaries, and create sustainable support systems for long-term recovery.
Andre Williams, CADC
Peer Recovery Manager
Andre is a certified alcohol and drug counselor who brings lived experience to his role as peer recovery manager. An RRA alumni himself, he now leads the facility's alumni network and mentorship program, pairing current patients with recovery coaches who understand the challenges of early sobriety firsthand. His work ensures continuity of care well beyond discharge.
